Holding Russia Liable for Invading Ukraine – Can It Be Done?

In a conversation moderated by FPI Senior Fellow Daniel Magraw, Brian Egan and Professor Chiara Giorgetti discussed establishing a reparations regime with funding to hold Russia financially liable for its invasion of Ukraine – including the feasibility of assets seizure and a claims mechanism. Egan formerly worked with claims and liability issues as the Legal Adviser of the U.S. Department of State and an official at the Treasury Department.
